Cam's powers have been building this whole time and he blows ALL of it in a tiny and VERY focused area. Captain Nazi's eyes.
Unlike Mr. Freeze, Icicle's powers don't necessarily rely on a projected beam. He can affect temperature directly at the target of focus. So for the most part, his tremendous exertion of power isn't apparent unless you are looking at Nazi's face...well, at least not until the screaming starts.
When water freezes, it expands. That's why freezing water-heavy food in your freezer results in a much more mushy and gross version of it after defrosting.
Eyes are mostly liquid and those kind of organs rarely do well when their cells are frozen solid and explode.
Nazi's recuperative powers mean that his eyes will 'probably' regenerate, but right now? Blindness and Crippling Pain.
Cam almost drops to his knees from the exertion. It took allot to do that to a superhuman like Nazi. He stays on his feet though. Gotta make this look bad-ass if it's going to work.
